We believe that all the peace-loving people in the world share the resentment
of victims of vicious attacks by terrorists on September 11, 2001. We are
also shocked by the fact that the New Century started with such the gruesome
and brutal violence. To identify and arrest the perpetrators of this crime
and to expose their psychiatric pathology, social background and precise
design of criminal act are required in order to prevent recurrence of such
the terrible acts of violence. Although the President of USA stated that
he wanted perpetrators dead or alive, dead culprits not leaving any confession
are useless for preventing such the absurdity which the victims would wish
to stop.
As the IPPNW Center in Boston watched the World Trade Center towers burn
and collapse with thousands of people inside, they could not help but think
of the consequences had nuclear weapons been used in this attack. However,
majority of US-citizens seem not to become aware of the possibility of nuclear
attacks by terrorists. US-citizens are generally educated to underestimate
the nuclear danger. The present US government stands on such the political
background that is shown by its policy against CTBT. So, Bush administration
seems not to seriously take account of the consequence of possible nuclear
retaliation by terrorists or even by Taliban in Afghanistan resisting US-military
action.
Pakistan is a nuclear-weapon state crossing over which US-military action
is being operated. A nuclear power plant with a pressurized water reactor
of net output of 300 MWe is working in Mianwali, relatively near to Afghanistan
boarder, 300 km from Kabul. If USA makes war against Afghanistan, we would
meet the first combat over the area with a nuclear power plant. If the reactor
is destroyed, intentionally or accidentally, the outcome disaster would
not be localized but possibly reach the Indian Ocean. If the enemies of
US-army are terrorists as postulated, they must employ the tactics utilizing
the nuclear power plant. Even though Taliban is not related with terrorists,
the possibility is not ruled out that Pakistan sympathizers of Taliban who
wish to resist US-invasion of Afghanistan have stealthily offered nuclear
weapons or fissile materials to Afghanistan.
US-intelligent agent could not predict and failed to prevent the terrorist
attacks to New York and Washington DC. Therefore, it is impossible to trust
US-ability of getting information of control of Pakistan nuclear weapons.
On encountering the possible nuclear attacks by opponents President Bush
would not hesitate nuclear vengeance. The earth is now on the verge of the
nuclear war like as the Cuban crisis in 1962.
Japanese Prime Minister Koizumi wishes to send Japanese troops supporting
US-operation in the Indian Ocean. He must make his mind to push Japanese
soldiers to nuclear disaster.
Knowing what happened with the explosion of nuclear weapons in Hiroshima and Nagasaki, Japanese history can't tolerate and should not permit to force young men, contradicting the article of renunciation of war in the Constitution, to encounter the risk of nuclear disaster. Sending troops to the Indian Ocean must be stopped. We make here an appeal to colleagues for attracting people's attention to the crisis of nuclear holocaust.
